[XML4Lib] loc marcxml gives odd messages

 I ask this here because I could not find any other address to ask about 
this.


I run the loc marc xml utilities -
here are the dates:

on a utf-8 marc record - and I get this message,
 ~/bin/marcxml.sh gov.loc.marcxml.MARC2MARC21slim catalog-47133.mrc 
catalog-47133.xml
Character not found: fffd in Code Table: 45

Character not found: fffd in Code Table: 45

i have attached the record -
the various A's with ring's are incorrectly translated.
if i fetch this same record using the yaz proxy to translate to xml
i get the correct value.
This is what appears in my bad xml file.
   <subfield code="a">A<EF><BF><BD><EF><BF><BD>bo [Finland] :</subfield>
   <subfield code="b">A<EF><BF><BD><EF><BF><BD>bo Akademi,</subfield>

Is there something wrong with the way I invoke marxml?
Is my version bad?

PS - I ask this here because I could not find any other address to ask

Using the perl utilities MARC::  seems very hard because there seem to 
be so many dependencies
on perl version, xml parsers, and so forth. I
