I would second the zoning idea, which we have implemented extensively.
People in our quiet areas often walk out to answer their cells, while
those in the Commons area can talk without even being noticed. If people
are being too loud in a quiet area, deal with the loudness, not what
they have in their hands.
The flip side is, do you have any areas that are not quiet areas? You
Children's Room is probably not a quiet area. Is everything else? Where
do kids gather to do homework or just socialize - somewhere besides the
library?
Banning cell phones is so Twentieth Century. Yes, we must learn to live
with them, like we learned to live with PCs and the Internet. Zoning is
a way to provide two or three different kinds of spaces. It is easier to
maintain a quiet zone if you provide a regular conversation zone.
