[Publib] patron with many pseudo children

We have had extensive misuse of children's identities. There were
several cases of proven fraud that resulted in arrests and conviction. A
policy revision was approved by our board to require ID for children to
register them for library cards. There are always social security cards,
birth certificates, medical cards, etc etc. The policy has significantly
reduced the number of fraudulent cards and helped protect our taxpayer
resources. The public has been very supportive of this change.

We have a patron with many bills who was using cards that they got for
their children, but those children now have many bills and fines on
their cards.  Now the patron is bringing the children in for new cards,
telling us that they are twins of the first set of children and
insisting they are not same child.  We suspect that one child has three
cards now under different names.  

 

We cannot deny children from getting a library card, no matter what
their parents owe in fines and bills.  Our policy is that no patron has
more than one card, but cannot prove anything.

 

Have you handled a patron like this?  What did you do?
