[Publib] materials budget

Here in Massachusetts, in order to receive state aid we have to adhere to
certain levels which are set by statute.and having just finished my annual
state aid report that figure is right at my fingertips!  For example, a
library in a town of my size (just under 25,000) must spend 15% of its
budget on materials.  The figure varies by the population size, and was
recently reduced slightly.     We're very fortunate in that our materials
budget is over 20% of our budget.
