[Publib] Staff Cell Phones

Only folks w/emergency need (pending childbirth of significant other, transplant list, etc) may have their phones on here, and they have to get an okay. We ask that they only use their cell phone in non-work areas (so as to make it obvious that they're on their own time).

Just curious about how everyone was addressing the issue of personal cell phones. I have a multi-generational staff as I'm sure most of us do. I have older workers without cell phones and younger workers whose phones are literally an integral part of their lives.I'm trying to be sensitive the fact that cell phones today are so much more than phones - datebook, calendar, reminders, internet browsing, texting, etc. I would like to ban cell phones from the public service desks but for some staff members this would mean being without their phones for several hours. 
 
I'm wondering what others are doing. Have you set rules? Have you banned their use totally? Allowed them to be at the desk but not used? I know some people - especially men - wear their cell phones on a belt clip and seemingly never take them off! Any advice/best practices, is truly appreciated!
