Librarians may also find themselves being asked why Joe Wilson shouted at  
the President.  Having done some preliminary research, I find that the  
Honorable Joe may be suffering from a disorder well known to medical  science:

This suggestion arises from the spontaneous nature of Joe's  
outburst--though it should be noted that this sort of vocal effect occurs in a  minority 
of sufferers.  
 
It may be that Joe Wilson is the victim of a intermittent  explosive 
disorder.  Uncontrolled outbursts are common in  this disease.

Finally, it may be that Joe had a stroke and didn't know  it.  South 
Carolina has the highest stroke rate in the nation.   Prudence dictates that he 
receive a brain scan as soon as possible in order to  prevent further damage.
