We do not have a *policy* about ARCs.   We just don't add them; in fact, I don't think we'd ever consider it.

IMO it is unethical for public libraries to add them to circulating collections.   I think the only time they should be cataloged is if they are part of an academic collection that seeks to have all the 'variant' editions of an author's work or for a similar scholarly reason.
