[Publib] Barracuda Filter and others

My city IT uses MailMarshal. I don't get any spam, but it does block
many messages for language infractions some of which are pretty
mysterious. Case in point, a Publib post earlier this week "Apply now to
receive a Great Stories CLUB reading and discussion program grant"
supposedly had pornographic language. Many ALA messages get blocked, and
I've gotten a gmail account for some mailing lists because they were
blocked so often. One can request to release specific messages though.
