[Publib] Discontinuing Fax Service

[Abigail Goben]

Honestly, we're looking at adding a public fax service here because it's so
frequently requested.  So at least for La Crosse it's still a viable
business machine.  We're also, I believe, looking to add a scanner if one
isn't already in place.
