I highly recommend a chemical dry sponge for cleaning anything "dry" off paper (smoke, soot, Doritos, etc). They are marketed as pet hair sponges and the easiest place to find them is a pet store with a good grooming section. Here's an example: http://www.petco.com/product/5434/Four-Paws-Magic-Coat-Hair-Remover.aspx?CoreCat=LN_Shopping_DogSupplies_Grooming
DO NOT use them wet - they have to be dry. They absorb the soot, etc into the sponge. You can wash them and reuse them, as long as they are completely dry.

I found a relatively new book (only 1 circ) on the shelf. It appears as if someone was eating Doritos or some orange powder-covered food while turning the pages. Any ideas how to clean sticky neon orange residue off paper?
