[Publib] Charging for Guest Use of Internet

We allow one 15 minute use free once every 30 days (for those just
passing through) and $1 for 1/2 hour or $2 for an hour. We max out
everyone at 1 hour per day.

A nonresident card is $40 per year which gives them the max 1 hour per
day for the year (and lets them check out materials!)

We are re-visiting our Internet usage policies.  We currently do not
charge for visitors to use the Internet.  We are trying to decide if we
want to charge a small fee, such as $1 for a one day pass, or $5 for a
month.  

Do you charge for Internet use by visitors?  How much and for how long?
