[Publib] room use

I am new to this list but I hope I can benefit from your collective wisdom:
We have quite a few groups who regularly use our meeting & study rooms -
generally on a weekly or monthly basis.
Our senior management considers these regular groups and persons as
volunteers and wants to require each person to undergo
a background check including a drug test. They believe that if we promote
their activities on our website and publications, that they
are in the same category as volunteers. Staff thinks there are clear
differences between volunteers and those who use our study and meeting
rooms. Management is concerned about tutors who come to the library with
children. Are there any other libraries that restrict tutors to library
volunteers only? The next question is how do we determine who is a parent??
They also want all members of our Friends of the Library group to undergo
these tests if they want to do anything in the library. We have over 100
members but only one member who is willing to get tested. Does any other
library require background checks for all their Friends? Also, do any other
libraries require a background check for every group or speaker that uses
the facilities?
