[Publib] Patrons and back packs

We haven't had this problem, fortunately.  But if you do create a policy, 
remember that you cannot discriminate against teens.  All patrons would have 
to leave their backpacks, which opens up the question of computer cases, 
diaper bags, etc.

computer switches......... besides having cameras around has anyone thought
