Our guidelines state that fines can be waived or adjusted at the
discretion of staff members.

However, our library is semi-independent, with our salaries and
utilities paid by the City and everything else paid for by a separate
account controlled by the library. We are ultimately accountable to
the City and are audited as a separate section (so is the volunteer
fire department), but none of our fine money goes into the City
coffers in the first place.
