Call me a curmudgeon, but I have never, ever seen any sort of opinion or
decision by boards of any kind, whether or not it is even legal to wipe
off a fine, which is money owed to a government unit, for a donation
that is going to a non-profit service, i.e., not the said government.
I wonder what the IRS thinks? After all, library fines are not
tax-deductible. Donations to food banks are.
I wouldn't even consider doing this in my library without seeking advice
from the county attorney and asking the county commission for written
approval.
