[Publib] ALA-APA seeks course providers

I think that it is not uncommon practice to submit proposals with a fee for
this kind of thing. I really don't know much about the process but I think
one submits a proposal and pays the fee. The applications are reviewed and
if your proposal is accepted that you would then be paid to present the
course.
Again, the world of education, certification and the way things are done is
not something that I am very familiar with but this is my guess based on the
little bits that I do know.
