[Publib] The Cashless Library

I realize that this may sound old-fashioned and testy - and - I truly and
completely understand how important it is for security not to have cash
around.but - if I owed a library fine, and the only way to pay was a machine
and the machine would not give me change.I would demand the library pay me
interest on my money that it was holding and not giving back.
