[Publib] Publib] Patron requests limits

I can't see a reason to place a limit. Except for a few outliers the flow
of held books to any individual patron is unlikely to be lessened much by
anything other than a very severe limit. Typically a patron will be at
different positions in the hold queues and their turn for each book will
come up at different times. Those who go way overboard will find that it's
not working for them (can't read 50 books in a three week period) and
they'll self-regulate their holds behavior. Some ILS allow patrons to
suspend holds on individual items so that they can maintain a reading list
and control both the order and potential numbers of items that might come
their way. I want it to be as easy as possible for folks to get their books
and I want the books to be in peoples homes rather than sitting on our
library shelves.
We have 260,000 items in our collection and 47,000 active patron accounts
