[Publib] retiring librarians

To give our City govt credit, they've been very open with staff about
exactly how much of the health insurance bill our employers are footing.
None of us (except public safety, who are under collective bargaining
contract) are expecting much if any cost of living increase for FY2011.
I'll frankly be grateful for no salary cuts!

If the health care costs are ridiculous, your institution isn't going to
raise your pay by that amount. They may give you a *small* raise, but I
wouldn't bet the farm on a large one.
