[Publib] fights

Downers Grove Public Library's policy is that the first staff member who sees a fight (or other violent or illegal act) calls 911 immediately. Then notifies the person in charge that the police have been called. Staff are instructed to never touch or get close to patrons who are fighting. Yelling at them to stop, yes. Pulling fighters apart no way.
