When I'm working the reference desk, whoever I'm conduction a transaction with, usually, has my undivided attention.  

 

If I'm helping a walk-in patron, I will not pick up the phone, even to say 'someone will be with you shortly'.  If I'm helping someone on the phone, I may ask the walk-in patron, if there is something that I can help them quickly with, but other than that, I will help the person on the phone and then help the walk-in patron when I'm off the phone.  Most of the time, another staff member can help the next patron.

 

Personally, I would much rather get a busy signal or a message saying that the lines are busy than be put on hold or have to leave a voice mail message.
