In the case of a small municipal library-supposedly in a very safe area--here in Southern New Jersey a man walked in, displayed and gun and wanted the fine money. Needless to say, they gave it to him-about $200.

Interesting.  I assume you mean robbed in the legal sense, meaning by force or fear.  Not simply made a victim of theft.
