[Publib] Waiver of Responsibility for Displayed Art

We just have in our display policy that the library is not responsible
for any materials left for display (at all).  Users are required to read
the policy before signing up for a display.  Even a locked display case
could be damaged by a fire or vandal and we don't want to be held
responsible in those cases either.   This language also helps us with
the people who object to the content of displays.
