[Publib] help finding a website on library legal issues

Hi
   I had bookmarked a page that I seem not to have in my list now.  It was a
page of legal information for libraries, which explained various laws that
impacted libraries.  I want to say that it was run by a woman, but am not
sure.
  When I try searching the terms pull up too much, so I'm hoping someone
else has bookmarked her page
