Karen, I believe that the trustees are appointed, since it's a city/municipal library (as opposed to a district library, whose trustees are directly elected).

My co-worker and I were discussing this article on Saturday. We were trying to figure out how the original board members got their positions- were they appointed or did the residents elect them? It doesn't say anywhere in the article. It seems like the city council members are going to be in big trouble if the board members were elected by the residents and then dismissed without a vote.
