We've had very good luck with fabric softener sheets, two per average book. 
 Fan the pages several times, insert fabric softener sheets for a few days, 
refan, re-insert as needed, etc.  A week of this treatment tends to do it.  
The more so if you can stand books on a sunny windowsill.   Has worked on 
late 19th c. Wisconsin schoolbooks and ca. 1980s 
stored-in-dampish-basements tomes, all part of our local authors collection
