[Publib] Fraud risk policies?

A library in our region is in a city which on the advice of its 
auditor has formed a Fraud Risk Committee.  The library has a 
representative on this committee.  They need to put in place 
procedures or documentation dealing with fraud risk, and especially 
with respect to: Processing receipts(money from 
fines/copies/faxes/book sales/gifts) and disbursements (money from 
petty cash and checks).

Does anyone have any experience with such a committee?  Do any of you 
have any written policies, procedures, or documentation which you 
would be willing to share?
