[Publib] URGENT request for feedback: Online computer system staff for municipal or county public libraries

In the most efficient government model, the IT staff for the municipality or
county should report
to the Library as the center of professional information services with the
Librarian as second
tier to elected officials.   The other way around is effectively
wag-the-dog.
