One of the worst things about layoffs is that they tend to hit the newly  
hired hard.  What that means is that those who have committed to the  library 
in question may be dismissed just as their careers begin.  This is  a hard 
slap to bear.  It may be that their hours are reduced to part-time;  perhaps 
they are let go altogether.  Think of what this means to somebody  who is 
paying back student loans, or who has moved to a distant city in hope of  
beginning a career.

the last link is to the library's own offerings to the unemployed.
