There's actually an interesting "business" advantage to this approach
(in addition to the equity issues). Changes in staff population --
e.g. from a demographic largely using spousal benefits to say, working
moms -- do not result in changes to the library budget; employees have
the same "loaded" rate. Plus there's no incentive to (consciously or
unconsciously) privilege job candidates who have benefits from other
sources.
