[Publib] partner with bookstores

I wrote an article a couple years ago for the newsletter "Independent
Bookstore" about the potential for partnerships between public
libraries and bookstores.  I think I received only two positive
responses from bookstore owners ... which is only to say that while
partnerships may make sense to one party or the other it takes two to
tango.
