[Publib] Addition to DVD/Vhs Collection

Libraries have limited budgets (now more than ever!) for DVDs, just as
they do for software like time menagement for the public computers.
They buy the DVDs that they know are going to get a lot of circulation
in their communities, so they're not always going to have to the
movies that we think they *should* have.

In Connecticut, we have a state-wide catalog called reQuest, where you
can search for books, DVDs, and other types of items. Most libraries
won't do an interlibrary loan on DVDs, but they'll loan it to you if
you show up in person.
