[Publib] Non designated gifts

Suppose your library received a monetary gift that was not designated for your Friends or Foundation. Let's say the check was made out to Suzy Queue Public Library. Would you deposit that money with your city (or county) finance department with your board designating use of said money just in case the city wanted to decrease the library budget by that amount?

Would you have already established a policy that if the gift was X amount, the library board would turn over to the Foundation and x amount to the Friends? How would that policy read?
