[Publib] Internet reservation rules

We have been using Pharos for the past year.
At RPL everybody needs a card to use the Internet. People out of our
jurisdiction get a special Internet-only card that is valid for a couple
weeks. We no longer look up card numbers for folks. If they've lost or
misplaced their card, there is no cost for a new card. Some ID is required
plus a typical wait at the Circ desk (we are very busy and while a wait may
only be a couple minutes at most, it seems longer). Our thought is that the
little inconvenience of getting a replacement card will help folks remember
to bring their card in the future. Patrons under the age of 16 need a
parent or guardian's signature to get a library card.

A PIN number is required to log onto the public Internet PCs. Use of the
PIN defeats folks who would calculate other valid card numbers to get more
time. However, the nature of Pharos and queuing takes care of this too.

Our public wifi network requires online registration (presented at the point
of use) including a valid e-mail address to which a password for access
beyond the initial hour is sent. This system of wifi access is homegrown
and is not connected to our ILS.
