Helen,

I think federal prevailing wage for Web Developers ranges from about $28 to
$42 dollars
an hour depending on educational level and scope of work.   I don't think
you would be
able to get around paying prevailing wages to an H-1b employee for any work
they have
already done or would do for you in the future in that capacity.
