The ALA's Washington Office has released more information on the broadband programs in the ARRA.  Main link is at:

1)  "Comparison of Application Requirements for NTIA...."  This is a good  comparison in table format.
2) " The Top Ten Things You Can Do Now...."  Good tips on actions to take or consider undertaking.
3)  "Broadband Funding in the ARRA."  A succinct 2 page summary.  At the end of this summary there is a link to a version of the broadband language from the law which is more readable than the actual text in the act.  This version is at http://dpi.wi.gov/pld/pdf/broadbandarra.pdf.
