[Publib] checking out books to keep them from being weeded

I think it's important for libraries to balance their classics with
"modern" and "popular" fiction. I strongly feel that every library
should have certain classics (and I know we could argue forever on what
the list should include) regardless of circulation figures. 

I found one of the road blocks to old classics circulating was
condition. Several years ago the Friends of the Library gave us money to
replace our old tattered classics.  A nice clean copy of the Magic
Mountain has circulated 6 times in 6 years and a new Brothers Karamazov
9 times.  Obviously your mileage may vary.
