The Los Angeles Public Library (LAPL) has had a substitute list.  If someone was out for a long time, a sub would come to the agency and essentially mind the reference desk.  We were paid by the hour.  We had no benefits to speak of, although if we were scheduled to work a full week when a holiday came around we did get the paid holiday.  

The sub list included retired and former librarians.  

I put the comments in the past tense because LAPL has stopped using subs.  I didn't get called all last year.  I think an agency would have to be in a really bad way with a number of workers out on some long-term event such as long-term illness and possibly jury duty for more than a few days.  

There are some companies in this area that contract with employers to provide temporary staff, which I think is what you suggest.  I don't know if they work with public libraries.
