I agree with George on this one. It's hard to find attorneys who work for municipal agencies and are well versed in copyright law. Unless you're located in a major publishing center like NYC, LA, or DC, it's hard to find attorneys in private practice who specialize in this area.
My sense from conference presentations in the museum and archives world is that copyright and intellectual property attorneys are not predisposed to libraries or other non-profit organizations. At a minimum, I'd want to get those instructions in writing on the firm's letterhead. That way, if it becomes an issue down the road, you've some
protection.
