[Publib] 23 Things on a Shoestring--what to use for rewards/prizes?

We have been "tweaking" the 23 things program and will be introducing it
to staff the first part of July.  BIG thanks to Charlotte/Mecklenburg,
NC public library for letting all of us "borrow" from them.  We have
around 130 staff members, all of which are invited to participate in our
version of 23 things.  Everyone who completes the program gets $5 cash.
Their names then go into a drawing for a $50 gift certificate and two
$25 gift certificates.  I wish we could afford more but that's it.  I
think incentives are nice for staff and we do that when we can.
However, I do not want to give staff members the idea that they must be
bribed to learn skills and tasks for their jobs.  Also, every single
staff member, no matter their job, is eligible to participate in this
program from the janitor to the bookkeeper.

	Hi, folks,
	 
	Has anyone out there done the 23 Things program like the
Charlotte/Mecklenburg, NC, public library?  We want to do that at our
library, but the Charlotte staffers were motivated by rewards like MP3
players and a drawing for a laptop.  Our director is enthused by the
idea, but we just don't have the budget to give out fancy prizes.
Anyone done this on a shoestring?  How did you motivate staff to
participate?  We are considering a system of "badges" similar to Boy
Scouting merits or the acheivements in some video games--basically,
complete a set of tasks on a certain topic and get that badge, which
would result in either a small prize or an entry into a drawing of some
sort.
	 
	Any suggestions on what's worked for you?  Thanks for the
