By Idaho State Code our public library board makes policy, approves the budget, hires the director, and more. They are appointed by city council.

It sounds like the city wants to change the library board's function from
policy-making to advisory. (The library board for the city of Inglewood
[where I work] is advisory; The library director reports to an assistant
city administrator.)
How is your library board constructed, i.e., are the members elected or
appointed? If appointed, who does the naming? (Here, each councilmember
appoints one representative from his/her district. In some jurisdictions
they mayor appoints the trustees.)
On the other hand, the Los Angeles Public Library's Board of Library
