Here is a link to Rhode Island Public Library reports for 2007. It contains
most
of the data you requested, and more for Rhode Islands Public Libraries:

Administratively, there are only 'branches' for a subset of the libraries.
However,
each library functions as a branch of the Ocean State Libraries network.
There
is essentially no county government and each library is funded in part by a
city or
town along with state aide.

The minimum standards required for state funding
help to define the number of librarians and processes for each library and
its

Each city and town in Rhode Island has its own library system and its own
school
district. The population of Rhode Island  is comparable to
Charlotte/Mecklenburg
County in North Carolina - which has only one of each.
