[Publib] Pension for Library Trustees??

And in Colorado library district trustees are also prohibited from being 
paid for their services. They may, however, be reimbursed for expenses 
incurred in performing their duties as trustees.

As a result, trustees would not be able to participate in Colorado's 
PERA (Public Employee Retirement Assoc).
