[Publib] Pension for Library Trustees??

This was cited in the new edition of American Libraries Direct.
Could someone from Massachusetts explain how it is that library trustees can qualify for state pensions? Does the library pay the employer share? Do trustees pay the employee share, and if they do, is it out of their own pockets, or do library trustees in Massachusetts get paid?
I don't believe that the Illinois Municipal Retirement Fund would allow such a thing. Besides, we don't pay our trustees.
