[Publib] ways to cut the budget

We were able to reduce labor costs associated with maintaining our grounds by having the local garden club come and plant flowers around the Library as a volunteer project. We received free labor in planting flowers by 20 volunteer gardeners on one day and received some excellent PR by promoting that effort in local newspapers.
(Cost of plants and flowers were covered by the Library.) This saved us considerable cost in staff time and more if we were to contract with a local landscaping firm to do that work.
