I don't know much about your building, so these may not be applicable. We significantly reduced electricity use by using electronic rather than magnetic ballasts in our old fluorescent lights; and by replacing two-inch round lamps with 1 1/4 inch lamps in all of them. They also burn cooler, reducing cooling costs in summer.
I realized a big savings on water by keeping a closer eye on the sprinkler system, and turning it off when there has been rain. But if you don't have a sprinkler system, this is not a helpful suggestion.
