That is a very interesting question.  I expect he would be concerned
 because of the lack
of case law specifically defining social media as public records.

If you use this search through the Electronic Freedom Foundation -

http://www.eff.org/search?text=public+records

there are several articles dealing with this subject matter.  I would
recommend a search
through your State Law Library <http://www.oregon.gov/SOLL/> using
Lexis<http://www.lexis.com/>or
Westlaw <http://www.westlaw.com/> for a better search.

If you do come up with a paragraph defining the relationship of social media
to public
records, please post it here.  I am sure that this question will come up
more frequently
as libraries adapt their policies to technological innovation.
