At the beginning of this concern - back in the early spring - our City's
Fire Department created a comprehensive "Pandemic Influenza Plan," which
I'm sure was true of many other cities' fire or public health
departments.  If such a plan exists for your city or other local
government unit, you might want to just adopt its guidelines for your
own policy.  In a true pandemic, however, I imagine this will all be
taken out of our hands if the decision is made to close schools and
other public assembly places by higher up public health officials at the
local, county, state or federal level.
