[Publib] patron reserves

We just only hold things for 3 business days, then they go on to the
next person in line or back on the shelf. We also remove a hold if we
call 3 times without getting an answering machine/voicemail or real
person.

Of course, we're a small library and don't have branches or courier
issues. Also, we keep our holds behind the desk rather than on a
self-service shelf.
