[Publib] Dynix and "internet only" cards

We use SIRSIDynix Symphony and do this all the time, since we have a very
large population of people who only use the computers. We have two measures
in place. (1) Computer Use cards are visually distinct from "regular" cards.
They are yellow cardstock instead of plastic with designs. (2) In our SIRSI,
you can designate a patron type as "Computer Use" and the system blocks that
patron type from checking anything out.
